Immigration Question...

So, part of the House plan involves the construction of various fence/walls along the Mexican border:

The House in December rejected calls for a guest-worker program and instead approved a bill that would stiffen penalties on illegal immigrants, force businesses to run the names of each employee through federal databases to prove their legality, deploy more border agents and unmanned aerial vehicles to the nation's frontiers and build massive walls along sections of the U.S.-Mexican border.
Hmmm...this raises an interesting question: If illegal immigrants "do the jobs that Americans don't want to do," exactly who will be available to build these border walls?

Will illegals be hired -- but told they can only work on one side of the walls?

Hope Congress has thought this one through...
